Chinese news and public supervision, which examine and supervise the work of government agencies and social affairs by the news media, is the important means to develop socialist democracy. This supervision does not have mandatory and binding power of the judicial supervision, it is also not specific and concrete as the inner-party supervision, legislative supervision and administrative supervision. But it is everywhere and at any time, and plays ?watch? or ?watchdog? role of social fairness and justice relying on the citizen?s right to know and media coverage right. Due to some phenomena happened in government departments, such as ?trading power for money?, ?trading rights? and abuse of power, it is urgent for news and public supervision to assist judicial supervision, legislative supervision and other supervisions. A number of facts and policy orientation show that news and public supervision has become one of the most effective measures to promote legal administration and hold back the corruption.In recent years, news and public supervision have always been the focus of our government and the community. This supervision has gradually become the key of improving press authority, the sword of discovering social scandal, the precursor of correct decision-making and the driving force of democracy and legal system construction. With the development of politics, economy, culture and society, the news and public supervision mechanism is also facing a series of reforms. Therefore, it is of great theoretical and practical significance to discuss the orientation and initiatives of the news and public supervision of the county government power operations in the new situation.Recently, more and more researchers have focused on the government supervision by news media in counties (cities), but there are rarely specific researches. Based on the research in the C County and the four typical case analyses, an attempt in this dissertation is made to carry out research on news and public supervision by combining normative research and empirical study.This dissertation is made up of the introduction and three main parts.In the introduction, the origin of the subject and its theoretical value and practical significance are clarified. The relevant literature has been reviewed. The main research method and writing framework are stated, and the innovations of the dissertation are specified.In the first part, the related concepts, the relevant theoretical and policy bases of the news and public supervision of the county government power operation are described and defined.In the second part, firstly taking C County in Hubei Province as an example, the situation of news and public supervision in the county has been analyzed. Secondly, with several typical cases about county news and public supervision in 2007 for the samples, the operational status of county external news and public supervision is analyzed deeply. Thirdly, the status of the county internal supervision with the external supervision are compared and discussed. Lastly, The difficulties and reasons for the news and public supervision of the county government power operation are analyzed.In the third part, the relevant initiatives are proposed to reform and improve this power supervision. It suggests that news and public supervision of the county government power operations should be improved and perfected in the aspects of the staff qualities, system, legislation and environment.The innovations or characteristics of this dissertation are shown as following:Firstly, innovative research methods are adopted. Most researches on supervision of the county government power operation by news media are normative research. An attempt in this dissertation is made to carry out research on news and public supervision in county by combining normative research and empirical study.Secondly, this dissertation shows creativity according to the content. Based on the actual situation of the county-level governments in China, the development and existing problems about the news and public supervision of the county government power operation are analyzed deeply. The specific countermeasures of the county government power operation are discussed in the aspects of the staff qualities, system, legislation and environment.
